This is being done by W3C (World Wide Web Consortium) - the international group that manages the direction of web technologies
It aims to reduce the need for proprietary plug-in-based rich internet application (RIA) technologies such as Adobe Flash, Microsoft Silverlight, and Sun JavaFX.

- The need for plug-ins makes it difficult to use audio and video within a course since students may not have that plug-in installed.
- This is especially true for mobile devices.
