Microsoft has a number of different mobile operating systems.
Windows CE5 - on devices built prior to 2005
Windows Mobile 5
Windows Mobile 6 - released in 2007
Windows Mobile (Next)
All of these platforms contain browsers that are versions of IE4/IE5.
There are a number of limitations with all of these browsers.
They are limited versions of IE4/IE5. On Windows Mobile 6, the browser is better, but it is a limited version of IE6.
Poor JavaScript support
Does not support Flash
No zooming
Ignores style sheets (CSS), although Windows Mobile 6 does support CSS.
Provides no special handling of frames
